Saburo Kobayashi's greatest desire was to raise Kobayashi Daiyakubo
to full-fledged manufacturer status. Saburo often gathered the young
employees together and talked to them. "We need to closely
integrate manufacturing and wholesale in Kobayashi Daiyakubo, like
the wheels of a car. Right now, we are doing well in our wholesale
business, but that is not guaranteed to continue forever. The best
profits are in manufacturing."
Kobayashi had experience with manufacturing from their Seidaido
era. From the end of the Meiji era, they had been manufacturing
and selling "Tamushi Chinki" and other products. In 1939
when the war was drawing near, they started selling "Hakkiri"
headache medicine. For Hakkiri, they still had the "New Medication
production and sales Permit" submitted to the Aichi prefecture
governor on June 10, 1938. The name of the pharmaceutical compounding
lab was "Hakkiri Seiyaku Laboratories," and Hakkiri was
described as effective for headaches, migraines, heavy-headedness,
stress-related nervous breakdown, and headaches due to women's health
issues or lack of sleep.
After that, Kobayashi Pharmaceutical was affected by post-war economic
controls. In September, 1943, it had absorbed 10 companies, and
its number of products suddenly increased. The number of factories
grew to 12 locations including the Jyuso Factory. At the Jyuso Factory,
to make these products, two 5HP electric motors, one 1HP electric
motor, 3 manufacturing machines, and 20 tablet making machines were
shared. However, the reference items section of their "Medical
Products Manufacturing Permit", issued on November 1, 1946,
contained the following comments:

The Health director of the Ministry of Health
and Welfare issues a Memorandum, based on pharmaceutical sales
network of this corporate body established in September 1943,
and regarding the factories at its 13 locations existing at
the time. As they were 80% either totally or partially destroyed
by the aggressive aerial bombing (documentation submitted separately),
the Osaka industries restoration office shall direct all resources
to support the immediate restoration of the aforementioned factories
on 13 sites. Several new factories providing similar practical
and efficient production facilities shall be built to help address
the present supply and demand circumstances for pharmaceutical
products. To encourage this new mandate, National Health insurance
shall give what amounts to a guarantee that products produced
by each factory will be regulated to meet requirements for household
medications prescriptions, enforced based on Health Director
Memo number 159 from the Health and Welfare Ministry. |
