On the evening of April 22nd, on the second floor office, the seventh
round of collective bargaining took place. This time as previously,
the company explained that the kinds of increases the union was
demanding were just not possible.
Negotiations began well after the scheduled time, around 9:30 pm.
Dispite the union representatives' stubborn attitude, the negations
carried on. Then suddenly at around 11 pm, several union members
forced their way into the room and began intimidating the negotiators
of the company verbally. This continued without pause till around
4:20 am on the 23rd. The negotiators repeatedly requested the non-negotiator
members to leave, but they did not comply. What is more, they continually
heaped unspeakable abuse on the negotiating committee of the company.
The Honcho area, with its concentration of medical products manufacturers
and wholesalers was asleep, but surrounding Kobayashi Pharmaceutical,
it was a different world, with all the lights on, and people coming
and going busily.
Around 4:30 am, when the long night was coming to an end, the company
negotiators decided to leave, able to take no more of the meaningless
efforts. However, they were confronted by some of the union members,
and outnumbered by them, were prevented from leaving and confined
to the meeting room.
Then around 7:30 am, the union suddenly declared an end to negotiations.
At about 7:40 am, a 24-hour strike was announced starting from opening
time that day. The union had prolonged the negotiations, and all
the while had been preparing for the strike!
Twenty minutes after the announcement, at 8:00 am, Kobayashi Pharmaceutical
started its first 24 hour strike, and in the first in the medical/pharmaceutical
wholesale field.
The same type of incident was repeated at the Shinjuku office on
the 26th, and the Yokohama office on the 28th. It was too late for
concessions, and not a time for continued discussion.
